Proposed area

A bounded, carefully sited place for off-leash play

A practical park project

A small corner of the park could do much more.

Sellwood-Moreland has plenty of dogs and no designated off-leash area at Johnson Creek Park. The proposal focuses on a bounded open area where regular use and community care can improve the park without pushing dogs into sensitive creek habitat.

Safe room to run

A defined off-leash area gives dogs the exercise and social time they need without spilling onto paths or neighborhood streets.

Clearer expectations

A legal place nearby makes leash rules easier to follow in the rest of the park and reduces avoidable conflicts between park users.

Daily stewardship

Dog owners visit in every season. A volunteer steward group can support cleanup, waste stations, and prompt reporting of problems.

The proposal

Protect the creek. Put the open ground to work.

Johnson Creek Park is habitat as well as neighborhood open space. Any off-leash area should respect both. This campaign asks the city to evaluate a suitable portion of the park and design it around the site, its drainage, and its wildlife buffers.

  • A defined boundary that keeps dogs away from the creek and sensitive vegetation
  • Safe entry, clear signs, and fencing or natural barriers suited to the site
  • A waste station and a local steward group committed to regular cleanup

The petition

Ask Portland to study and designate the site.

Petition statement

I ask Portland Parks & Recreation and city leaders to evaluate and designate a safely bounded portion of Johnson Creek Park as a managed dog off-leash area. The design should protect creek habitat, preserve welcoming paths, provide appropriate barriers and waste facilities, and include a plan for community stewardship.

Common questions

Questions from neighbors.

The proposal still needs a site study and city review. The campaign is gathering enough local support to start that work in earnest.

Will dogs be allowed near the creek habitat?

The proposal asks Portland Parks & Recreation to study a suitable, clearly bounded portion of the site. Creek buffers, habitat protection, drainage, and safe access belong in that review. Sensitive areas should remain protected.

Why collect a residential address?

Names alone do not show whether support comes from local residents. An address lets organizers document neighborhood and Portland support when the petition is presented. Street addresses stay off the public website.

Does signing make this an official city petition?

This is a community petition organized by local supporters. The signatures will support a formal request to Portland Parks & Recreation and city leaders. It is separate from voter registration and election petitions.

What would the off-leash area include?

The request calls for a bounded area, appropriate fencing or natural barriers, clear signs, a waste station, and community stewardship. The exact footprint will depend on site review and public input.
